The City of Novato is a general law city and operates under a council-manager form of government. The City is supported by a FY23-24 General Fund budget of $50.6 million with $11.1 million designated for capital projects. Services are delivered through the contributions of 195 full-time employees organized across six departments (City Manager, Administrative Services, Community Development, Parks, Recreation & Community Services, Police, and Public Works). Independent special districts provide fire, water and sanitary services. Library services are provided via a joint powers authority within Marin County.

The new City Manager will join a well-established and thriving local municipality. The City Manager will create, maintain, and enhance relationships and partnerships within the community and serve as a leader in representing the City of Novato on regional challenges and issues, working with other Marin County agencies, special districts, and strategic partners. The new City Manager will lead a vibrant and dedicated staff while addressing the myriad of challenges that pose a risk to local government today. The City of Novato is looking for an incoming manager who will inspire confidence with the City Council, department directors and staff. They should treat each Council Member equally and ensure that both staff and Council are well-informed. An individual who has experience working effectively with community leaders and individuals and has a demonstrated background of actively participating in neighborhood groups and engaging citizen participation will excel in this position.

The City of Novato offers an attractive program of compensation and benefits. The previous City Manager’s salary was $285,696. The new City Manager’s salary is anticipated to be competitive relative to the industry. The City also offers an excellent benefits package.
