Troy Brown is a retired City Manager with 30 years of public sector experience that began in the City of Santa Clarita, CA. He has served as Assistant to the City Manager for the cities of Riverside and Elk Grove, Assistant City Manager for the City of Livermore, and City Manager for the cities of Tracy and Moorpark, CA.
Troy spent his career ascending through numerous organizations and is best known for taking a “people first” approach to building teams and leading organizations. During the 10 years he served as the Chief Executive Officer of municipal corporations, he facilitated executive searches for numerous department heads and teammates. Many of which have become City Managers, Assistant or Deputies in local government.
Over the course of his career, Troy was responsible for improving public infrastructure and enhancing quality of life for residents. In addition to appointing, equipping and mentoring executive leadership, he reorganized City departments, oversaw construction of numerous capital improvement projects, enhanced transparency and elevated the professionalism of local government.
Troy has served on numerous community organizations and policy committees with the League of California Cities. In addition, Brown was a West Coast Regional Vice President for the International City/County Management Association (ICMA) and served as the President of ICMA for 2021/2022. Troy has also served as a Director of the VantageTrust Co, an investment company that provides for the commingled investment of $50 billion in assets of retirement plans administered by ICMA-Retirement Corporation and served as a Board Director for the MissionSquare Retirement Corporation. He has attended numerous trainings and seminars related to board governance through the National Association of Corporate Directors.
Troy retired from local government in 2025 and uses his knowledge, skills and abilities to continue to make the world a better place through promulgation of good governance, mentoring and staying connected to the local government profession. Troy has a Bachelor’s degree in Political Science from California State University, Northridge and a Master’s of Public Administration from California State University, San Bernardino. He is married to his wife Toni and has two children, Kenneth and Ally. In his downtime he enjoys boating, traveling and is an avid golfer.
