The City of Escalon has an adopted FY 2009/2010 operating budget of $3,185,751. The City has 38.5 FTE budget positions. Operating departments within the City include; Community Development, Public Works, Recreation Parks and Community Services, Utilities, Finance, Police, Fire, Human Resources, Transit, and Economic Development and Housing. The City Council is seeking a new City Manager. The ideal candidate will possess a unique combination of interpersonal, organizational and management attributes in providing focused leadership and a guiding vision for the City. An individual who is visible and engaged with the community will excel in this position. The ability to communicate effectively, including the ability to actively listen, will be key to the success of the next City Manager. A person who approaches issues and people with an open perspective is being sought. Candidates should possess a bachelor’s degree in Public Administration, Business Administration, or a similar field. A master’s degree is preferred. Salary is open depending on qualifications and experience.

Settled in 1852, the name Escalon translates to “Stepping Stone” in Spanish and the history of the place is steeped in agriculture. The City is surrounded on all sides by scenic land and open spaces. It has been called the land of peaches and cream, because of its incredible agricultural diversity.
Escalon continues to foster its goal of maintaining a vibrant and diversified community. The City’s mission statement of “Taking pride in our community through quality service” is apparent through the aggressive policies adopted to preserve a family atmosphere and high quality of life. There are many places to see within and near Escalon. The Great Valley Museum of Natural History houses the wonders of science and nature. The Escalon Golf Course provides excellent facilities for golf enthusiasts. The Children’s Museum of Stockton has an impressive collection of play exhibits and the Caswell memorial State Park offers facilities for fishing, camping and swimming.
Escalon boasts a low crime rate, an award-winning school district, quality residential homes and a quaint 1920’s era downtown. There are a great many facilities for higher education available near Escalon including the Modesto Junior College, the California State University of Stanislaus, the University of the Pacific, and the San Joaquin Delta College. Geographically located on Highway 120 between the San Francisco Bay area and the historic Mother Lode leading to Yosemite National Park; and just minutes from Stockton, Modesto, and Manteca, Escalon offers a central location with direct access to all modes of transportation.
Escalon is a full service general law City with five Council members elected at large, with the Mayor appointed every two years. As elected officials, the City Council members represent the citizens of Escalon in the governing process and act on their behalf with regards to regional and local issues as well as State and Federal Legislation.

The City Council appoints the City Manager who serves as the administrative head of the City under the direction of the City Council. The City Manager is responsible for carrying out policies of the City Council, preparing and administering the City budget, coordinating major City projects and initiatives, and appointing and removing department heads. The City Manager enforces City ordinances including the City’s growth controls which are key to maintaining the community’s quality of life. The City Manager also represents the City in numerous meetings with citizens, community organizations, as well as county, regional, State and Federal agencies. The City has employed four City Managers in the past 15 years.
The City Manager is expected to take an active role within the community. This includes working closely with various local businesses and service organizations, serving as a speaker to various local functions, and being visible to the community at large.
The City Council is looking for a candidate who shares their vision regarding the role of the City in working on issues directly affecting the residents of Escalon. The ideal candidate will possess a unique combination of interpersonal, organizational and management attributes in providing focused leadership and a guiding vision for the City. An individual who is visible and engaged with the community will excel in this position.
An ideal candidate will have previous City Manager or Executive Management experience and keep the City Council equally well informed, and is a strategic and creative thinker who recognizes the current challenges and opportunities for success.

- Possess a strong sense of personal and professional ethics with a high degree of integrity.
- Eagerness to develop a strong identification with the community and its unique characteristics.
- Well versed in California municipal law.
- Be assertive, accessible, and approachable.
- Serve impressively as City spokesperson, remaining calm under pressure and possessing a good sense of humor.
A Bachelor’s degree in public or business administration or related field is expected. Master’s degree is preferred.
The salary for the City Manager is open depending on qualifications and experience. The City also offers an attractive benefits package including:
