Located in the beautiful landscape of Calaveras County, the Calaveras County Water District (CCWD) is a special governmental district that currently provides water service to approximately 12,000 municipal and residential/commercial customers in five water improvement districts and 4,800 sanitary sewer services located throughout the County. The Board of Directors is seeking a dynamic and proven leader for their new General Manager. The incumbent must be able to lead, organize and develop a staff of diverse talents and skills. The ideal candidate will possess a management style that emphasizes teamwork, participation, communication, collaboration, and team development. The Board is seeking a General Manager who is highly interested in the Calaveras County community and desires to be actively involved with its residents. The new General Manager will be able to demonstrate proven experience as a general manager or assistant manager for a complex public utility district providing water and sewer service. The ideal candidate will possess strong financial management skills in order to oversee and manage a large and complex budget. Candidates should possess five or more years of senior level management, and a Bachelor’s Degree in engineering, business, or public administration is required. The economy of Calaveras County is primarily dependent upon recreation, ranching, service employment (governmental, schools), and some mining and timber harvesting. Calaveras County has a rich heritage of education that dates back nearly 150 years. Serving approximately 5,000 students, the schools within the County are among the finest in the state and continue to aim for excellence in education. Each of the 26 schools exceeded the Academic Performance Index Growth Target and were ranked in the top third in the state based on START test results.

The mission of the Calaveras County Water District (CCWD) is “to protect, enhance and develop rich water resources to the highest beneficial use for Calaveras County, while maintaining cost-conscious, reliable service, and our quality of life, through responsible management.” CCWD has operated continuously since 1946 as a special district in accordance with the California Water Code for county water agencies, and is not a part of, or under the control of, Calaveras County. As a special district, CCWD’s powers include provision of public water service, water supply development and planning, wastewater treatment and disposal, and recycling. The District’s boundaries encompass approximately 634,000 acres of land ranging from the San Joaquin Valley to the higher regions of the Sierra Nevada Mountains.
The District is governed by a five-member Board of Directors elected by district for four-year staggered terms. The District currently employs 67 persons, of whom 48 work in Operations and 19 in finance and accounting, engineering and technical services, customer-service, and administration. CCWD’s fiscal year 2009-10 operating budget us $15.2 million, with an additional capital improvement program budget of $4.1 million. The main office is located in the county seat of San Andreas, which is centered in the county, 63 miles southeast of Sacramento on scenic Highway 49.
CCWD currently provides water service to approximately 12,500 municipal, residential, and commercial customers in five water service areas throughout the County. The District also provides sewer service to approximately 4,500 customers in thirteen sewer service areas throughout the county. The District includes all of Calaveras County not served by other agencies, but does not serve all county residents The District’s largest number of connections is along the Highway 4 corridor in the mountainous northern portion of the County, and the Valley Springs area, the second largest connection grouping, in the southwestern part of the County.
The District operates and maintains five water treatment plants, twelve wastewater treatment plants. Some 130+ miles separate the outermost District facilities from one another. The District’s collection and distribution systems throughout the County total 287.5 miles of water pipe and 125 miles of sewer. A variety of technologies are used in the District’s treatment facilities, and the District does provide reclaimed water to some of the golf courses within the County. The District is licensee for two hydroelectric power plants – the North Fork Stanislaus Hydroelectric Project and the New Hogan Dam Hydroelectric Project. The Board is seeking candidates who will follow the vision and direction of the Board and then effectively communicate that information to District staff to generate their buy-in to achieve the goals and objectives of the District. Someone who is politically astute but apolitical will be valued. Competitive candidates will be able to demonstrate excellent public relations skills. Though building is currently slow, the District has multiple development projects on its long-term horizon, and seeks candidates who will be able to effectively interact with the development community and be able to work collaboratively with others to plan for community growth. The incumbent will be open to working with an existing union organization and be willing to nurture a relationship in which both parties will succeed in attaining their goals.
The Board is seeking a General Manager who is highly interested in the Calaveras County community and who desires to be actively involved. The ideal candidate will strive to understand the culture and politics of Calaveras County, and it is desirable that the incumbent make the County home. In doing this, he/she will be better prepared to identify and respond to community and organizational issues, concerns, and needs. Customer service should be a high priority, as will patience and sensitivity to the needs of the community.
A General Manager is sought who will inspire District staff to work together in order to create a more efficient and effective working environment, through productivity and technological improvements. The incumbent will be a creative problem solver who is able to identify key issues in complex situations, evaluate options, and initiate strategies for resolution. A strategic and analytical thinker who possesses the self-confidence to be a catalyst for continuous change is desired.
The General Manager will be able to demonstrate proven experience as a general manager or assistant manager for a complex public utility district providing water and sewer service. Candidates should be familiar with the laws and regulations that affect the operations, as well as understanding the current water resource issues and complexities currently impacting CCWD in particular and industry issues affecting California in general. The ideal candidate will possess strong financial management skills in order to oversee and manage a large and complex budget. In addition, candidates with experience in working with state bonds are highly desired. Candidates should possess five or more years of senior level management experience. Candidates with municipal, state, or federal government background, military, consulting, or private sector business, or a combination thereof, will also be considered. A Bachelor’s Degree in engineering, business, or public administration is required.
The salary for the General Manager is open and will be dependent upon qualifications. The District also offers an attractive benefits package.
Retirement P.E.R.S. 2.7% @ 55; employee contribution is paid by the District.
Social Security The District and the employee contribute into Social Security.
Benefits Package The District offers a medical insurance plan through PERS Choice, which includes paying 100% of the premium for the employee and 90% for dependents. Similar arrangements exist for dental and vision insurance plans including dependents. Life insurance is provided in the amount of 1-½ X employee’s annual salary, up to a maximum of $250,000.
Holidays The District offers 12 holidays annually, which includes 1 personal holiday per year.
Vacation/Sick Leave Based on tenure, the District offers 15-25 days of Personal Time Off. The General Manager receives an additional 15 days of management leave.
Deferred Compensation The District has available several deferred compensation plans and matches the first $4,000 for the General Manager.
Short and Long Term Disability Plans are paid for by the District.
Moving allowance Consideration may be given by the Board to help defray some expenses, if a move into the County is required.
